Starting July 29, 2025, Ecuador introduces a significant change affecting all travelers entering or leaving the country. The Digital Customs Registration Form (FRA) becomes mandatory, representing a major shift toward modernized border controls. 

What Changes for Travelers? 

Every passenger —without exception— must digitally complete the FRA before travel, regardless of whether they carry cash, declarable goods, or travel with basic luggage only. This requirement applies to all entry and exit points: air, land, and maritime. 

New System Features: 

  • Timeline: Must be completed up to 3 days before travel
  • Output: Generates a unique QR code per traveler 
  • Presentation: QR must be shown (printed or digital) to customs authorities 
  • Cost: Completely free of charge 
  • Scope: Domestic tourists, foreigners, minors, and transit passengers 

Non-Compliance Consequences 

The regulation is strict: failing to present the FRA may result in fines up to 30% of undeclared goods’ value. For travel agencies, this means properly informing clients is crucial to prevent destination issues.
